According to the ICJ, states have binding obligations under treaties and customary international law to prevent climate harm. States must prevent harm to the climate system and their failure to do so could result in having to make restitution. They must act with due diligence to prevent climate harm and cooperate with other states to protect the environment. Importantly, states are also legally liable for the actions of the private sector and must regulate corporate activities that contribute to the climate crisis.

Πολυμερές Επενδυτικό Δικαστήριο (εισήγηση που έστειλα στην Προεδρία)

"Επικοινωνώ μαζί σας για ένα πολύ σημαντικό ζήτημα, σε σχέση με πρόταση που εξετάζεται από την επιτροπή UNCITRAL (Working Group III), αλλά και την ΕΕ, για σύσταση μόνιμου Πολυμερούς Επενδυτικού Δικαστηρίου («ΠΕΔ»).

Η πρόταση συζητείται εδώ και πολλά χρόνια. Η νομολογία του ΔΕΕ και οι αποφάσεις οργάνων της ΕΕ των τελευταίων ετών έχουν καταστήσει ουσιαστικά ανενεργές τις διαδικασίες διαιτητικής επίλυσης ενδοενωσιακών επενδυτικών διαφορών (μεταξύ επενδυτών και κρατών μελών). Με αυτά τα δεδομένα, η εισήγηση για σύσταση ΠΕΔ έχει κερδίσει έδαφος. Παρόλο που υπάρχουν σημαντικές αντιρρήσεις και διάσταση απόψεων, η σύσταση του ΠΕΔ είναι δυνατό να αποφασιστεί και υλοποιηθεί στο προσεχές μέλλον.

Ήδη αριθμός χωρών έχουν εκδηλώσει ενδιαφέρον για φιλοξενία του ΠΕΔ. Η φιλοξενία του ΠΕΔ μπορεί να επιφέρει σημαντικό οικονομικό όφελος στο κράτος και να δημιουργήσει κλίμα ασφάλειας. Εισηγούμαι η Κυπριακή Δημοκρατία να εκδηλώσει ενδιαφέρον για φιλοξενία του ΠΕΔ στην επικράτειά της."
