Attention Francophone International Students from select countries: IRCC is launching a new pilot program to attract and retain Francophone international students, providing them with a direct pathway for permanent residency in Canada after graduation. This program will open on August 26, 2024.

As a participant in the pilot, you would have access to settlement services during your studies may be eligible for permanent residence after you graduate

The program is available only to citizens of the following countries:

Who can apply

To be eligible for the FMCSP, you must meet the following criteria:

- be a citizen of an eligible country
- have a letter of acceptance from a participating designated learning institution (DLI) that says you’re applying under the FMCSP
The program must meet the requirements of the pilot.
- have enough money to pay for your tuition fees living expenses for yourself and any family members who come with you to Canada and

The amount you need is based on the size of the community where the main campus of your school is located live outside of Canada when you apply be able to prove that your French speaking, listening, reading and writing skills are at a level 5 or higher in the Niveaux de compétence linguistique canadiens scale.

You can take either of these approved language tests:

Test d’évaluation de français (TEF Canada)
Test de connaissance du français (TCF Canada)

Depending on where you’re applying from, you may also need to provide other documents.

Can I get invited to apply for PR with a score of 394?

The answer is “yes it is possible”, if you have French-language test results that show a minimum score of 7 in all 4 language abilities on the Niveaux de compétence linguistique canadiens.

The last Express Entry Draw required a minimum score of only 394 for those who met the requirements of the French-language proficiency category.

Mandatory requirements for fully vaccinated travellers and accompanying unvaccinated children under 12 years arriving in Canada who have been in a country other than the U.S. or Canada in the last 14 days.
