In line with the Government of Canada’s objective to reduce the intake of new temporary foreign workers, it is essential to make better use of the skills and experience of those already in the country. This includes providing workers with a practical and timely pathway to change employers when necessary. Facilitating quicker job transitions benefits both parties: employers can promptly fill positions with candidates who are already in Canada, and workers can maintain financial stability without experiencing extended employment gaps.

To support this, IRCC announced a public policy to enable temporary foreign workers currently in Canada—who are changing jobs or employers and have secured a new job offer under either the Temporary Foreign Worker Program or the International Mobility Program—to begin their new employment more quickly, even before a final decision is made on their work permit application.

This year, Immigration, Refugees and Citizenship Canada (IRCC) intends to accept up to 10,000 complete applications for sponsorship under the Parents & Grandparents Program.

Since there remains a number of "interest to sponsor" forms in the pool from 2020, IRCC plans to send invitations to apply to randomly selected potential sponsors from that pool instead of accepting new forms. This is the same approach taken for the intakes conducted from 2020 to 2024.
