An important recent policy update announced by the Government of Canada regarding flagpoling—a process where temporary residents leave and re-enter Canada at the border to renew or update work and study permits.

Effective December 23, 2024, work and study permits will no longer be issued at the border, the Canada Border Services Agency (CBSA) has ended the practice of flagpoling for work and study permits at ports of entry. Applicants must now submit applications through IRCC unless they meet specific exemptions.

Flagpoling refers to the practice where foreign nationals in Canada temporarily exit the country to the U.S., and re-enter to obtain immediate immigration services, such as work or study permits, at the border. This method allowed applicants to bypass standard in-country application processes, leading to resource strains and increased wait times at border crossings.

Applicants seeking work or study permits must now submit their applications through Immigration, Refugees and Citizenship Canada (IRCC). Exceptions to this policy are limited.

This change follows a previous policy adjustment in June 2024, when IRCC ended flagpoling specifically for Post-Graduation Work Permits (PGWPs).
