What changed:
Bill C-3 removed the one-generation limit on citizenship by descent. You can now qualify if you have a Canadian ancestor, generations back.

The numbers:
- 1,955 Americans
- 900 Mexicans
- 140 British

Why Americans are applying:
Political concerns. LGBTQ+ safety. Fear of draft. Uncertainty about the U.S. direction.

Montreal immigration lawyer: "The vast majority of our clients are American."

The backlog problem:
Processing times jumped from 5 months (May 2025) to 12 months now. 70,400 applications waiting.

Potential scope:
Parliamentary Budget Officer estimates 115,000 people could ultimately qualify.

Historical context:
Hundreds of thousands of Canadians (especially from Quebec) migrated to the U.S. in the 1800s-1900s for work. Their descendants now have a pathway to Canadian citizenship.

CLB 7 in French gets you access to category-based draws. And this score proves it: 409 is accessible.

For context:
April 15: 419 CRS
April 29: 400 CRS
May 28: 409 CRS

The French category is delivering consistent, competitive scores. This draw is strong.

If you received an ITA today, this is real progress. But understand this: getting the ITA is step one. Submitting a complete application is where it matters.
You have 60 days.

Your language test results need to be valid. Your work experience needs to be documented. Your personal history needs to be clear. Your travel history needs to be complete. Your Letter of Explanation needs to address what the officer needs to see.

The officer is not there to guess your eligibility. Your application has to show it clearly.

✅ Three streams merging into ONE
✅ Points for job offers ONLY in high-wage occupations
Who benefits:
Doctors, engineers, researchers, senior managers, tech professionals, executives.

New minimum requirements:
- High school education
- One official language
- One year skilled work experience

Immigration lawyer Zool Suleman: "This is their way to skim off the doctors, the scientists, the executives, the computer professionals. For the rest, they will all merge into one queue."
The backlog: 110,000+ people waiting for PR processing.
