C.D. Howe Institute calls for major reform of Canada’s asylum system
Canada’s asylum system is facing mounting pressure from rising claim volumes, long processing times and a growing backlog, according to a new analysis by the C.D. Howe Institute. Asylum claims increased from fewer than 24,000 in 2016 to more than 114,000 in 2025, while people who previously held legal status in Canada have accounted for an average of 79% of claims since 2023. The backlog has reached approximately 277,000 cases, representing an estimated $4.6 billion in potential costs, while the average finalization time was 19 months in 2025. The analysis argues that current reforms, including Bill C-12, do not fully address incentives within the system and recommends considering a temporary, reviewable protection model instead of providing a direct pathway to permanent residence following a successful refugee claim.

On August 25, 2026, British Columbia held new draws under the entrepreneur streams of the British Columbia Provincial Nominee Program (BCPNP). The province issued 11 invitations under the Entrepreneur Immigration Base stream, which is designed for experienced entrepreneurs seeking to establish a new business or acquire an existing one in British Columbia. Alberta released the results of the two new immigration draws that the province conducted under the Alberta Advantage Immigration Program (AAIP). The Canadian Immigration Lawyers Association (CILA) has formally submitted a letter to Immigration, Refugees and Citizenship Canada (IRCC) requesting an in-Canada renewal pathway for the Parents and Grandparents Super Visa Program. Currently, holders of the temporary visa must travel internationally to complete renewal applications. CILA argues that requiring travel creates unnecessary hardship for elderly applicants, individuals with mobility limitations, and those with medical conditions that make travel unsafe.
