Minister of Immigration Marc Miller, just unveiled a groundbreaking plan for student visas, effective January 22, 2024. These changes aim to enhance the student visa system, ensuring a balanced approach to immigration.

1. Temporary 2-Year Cap on New International Student Permits:

In 2024, a cap of 364,000 new international student permits will be enforced, reflecting a 35% decrease from 2023.

Allocation will be province-based, considering population dynamics.

Exemption: Graduate levels, including masters and doctoral programs, and elementary/secondary school students.

2. Provincial Attestation Requirement:

Applicants must now provide a provincial attestation along with their Study Permit (SP) application.

3. Occupational Work Permits (OWP) Restriction:

Effective immediately, OWP will only be allowed for spouses of internal students pursuing masters and doctoral degrees, as well as professional medicine and law programs.

Undergraduate and college students are not eligible for OWP, with the exception of current study permit holders seeking extensions.
Additional Update:

Starting September 1, 2024, the Post-Graduation Work Permit (PGWP) will not be available for public-private institution models.

These changes signify a thoughtful and strategic approach to managing international student immigration, addressing key areas to ensure fairness and alignment with the evolving needs of the Canadian education system. Stay tuned for more updates as we navigate these positive shifts in immigration policies!

Canada Considers Path to Permanent Residency for Undocumented Workers

The Canadian government, under Immigration Minister Marc Miller's leadership, is actively working on establishing a pathway to permanent residency (PR) for individuals who have been living and working in the country without proper documentation for many years. This initiative is set to begin with a focus on construction workers, aiming to address labor shortages in the sector.

As of now, there is already an Out-of-Status Construction Workers Pilot Program in the Greater Toronto Area (GTA), offering an annual quota of 1,000 permanent residency spots. However, Minister Miller envisions a more extensive and comprehensive program to accommodate the estimated 300,000 to 600,000 people currently residing in Canada without proper documentation.

The proposed program would allow individuals, including those who have been in Canada for decades and have families, to apply for permanent residency even if they lack the necessary paperwork. Minister Miller recognizes the lack of consensus on this matter within the nation and emphasizes the need for a broader conversation about regularization.

The minister intends to submit a proposal to the cabinet in the spring, emphasizing that individuals without appropriate documentation, regardless of how recently they arrived, would not be eligible for permanent status. He acknowledges the potential pushback on this policy but emphasizes the importance of addressing the reality on the ground and improving immigration laws to better suit the needs of the country.

Minister Miller also highlights the need to make adjustments to the temporary foreign worker and international student programs to maintain the integrity of Canada's immigration system. Despite recent increases in immigration goals, public support for new entrants appears to be declining, with concerns related to affordable housing cited as a contributing factor.

In the face of global trends where anti-immigrant sentiments have gained traction, Minister Miller aims to avoid such a scenario in Canada. He stresses the importance of smart public policies that consider the contributions immigrants make to essential fields like construction and healthcare while exercising caution to address potential challenges.

As part of recent reforms, Minister Miller has increased the financial requirements for foreign students applying for study permits, intending to prevent exploitation by middlemen and ensure the quality of education institutions. This move is expected to lead to a decline in the number of people entering Canada through deceptive practices.

In conclusion, the proposed changes and initiatives reflect the government's commitment to a balanced immigration policy that considers both the contributions of immigrants and the challenges associated with undocumented workers. The ongoing discussions and reforms aim to shape a thoughtful and effective approach to immigration in Canada.
