🇨🇦 Canada is signalling a clear shift in its immigration priorities.

Immigration Minister Lena Diab has highlighted the government's progress toward reducing temporary immigration and refocusing the system on economic needs.

📉 According to the Minister's statement:

International student arrivals have dropped by 80%.

Temporary worker arrivals have dropped by 59%.

Asylum claims have dropped by 69%.

The government is also prioritizing healthcare professionals, skilled tradespeople, STEM workers, advanced students, and researchers.

With the upcoming Immigration Levels Plan expected later this fall, the bigger question is how these priorities will translate into actual immigration targets and pathways.

For applicants already in Canada, these policy decisions could have significant implications for future opportunities.

Working in Canada? Your NOC could be worth up to 70 extra CRS points. 🇨🇦

Starting November 3, 2026, IRCC is adding new Express Entry points for Canadian work experience in high-wage occupations. 186 NOC codes are on the official list, split into three levels:

➡️ +70 CRS points: 31 NOC codes
➡️ +40 CRS points: 89 NOC codes
➡️ +20 CRS points: 66 NOC codes

What you need to know:

✅ You need at least 12 months of eligible Canadian work experience in an occupation on the list.
✅ Your points depend on your occupation’s level on IRCC’s list, not on your own salary.
✅ If your NOC isn’t on the list, your Canadian work experience still counts toward your regular CRS points. You just won’t get the extra 20, 40 or 70.
✅ These points can’t be combined with the new job offer points. IRCC applies whichever score is higher.
⚠️ Having an eligible NOC doesn’t automatically mean you’ll get extra points, and extra points don’t guarantee an invitation to apply.

Already in the Express Entry pool? Make sure your profile shows your NOC and work history accurately before November 3. Your NOC has to match the duties you actually performed.

Is your occupation eligible for 50, 70 or even 100 additional CRS points?

Canada's new Express Entry changes, effective November 3, 2026, introduce job-offer points for certain high-wage occupations.

IRCC has classified 186 occupations into three categories:

• 100 CRS points: Occupations with a national median wage at least twice the overall workforce median.

• 70 CRS points: Occupations with a median wage at least 1.5 times but less than twice the overall median.

• 50 CRS points: Occupations with a median wage at least 1.3 times but less than 1.5 times the overall median.

Your individual salary doesn't determine your category. IRCC uses the national median wage associated with your NOC code.

A qualifying job offer may earn these points without an LMIA under the new rules. However, simply working in a listed occupation doesn't automatically make you eligible. Your job offer must meet IRCC's requirements.

We've compiled the NOC codes across all three categories so you can check where your occupation falls.

When a job offer can add up to 100 CRS points, how it’s verified matters to everyone in the pool.

I welcome greater recognition for Canadian work experience. Many people have spent years working here while struggling to secure permanent residence.

But bringing back job offer points without requiring an LMIA raises fair questions about how IRCC will prevent misuse. The announcement outlines checks on employers, job offers and applicants. How consistently those checks work in practice will determine whether genuine candidates are protected.

I also question how much weight we’re placing on an occupation’s wage level. Workers in essential, lower-paid occupations make contributions that Canada depends on too.

There are positives in this announcement. There are also concerns that deserve clear answers, especially for applicants whose chances depend on a fair and credible system.

Already in the Express Entry pool? Before requesting a profile update, check whether anything has actually changed.

If you’re our client, contact our team before November 3 if:

• You have a job offer we haven’t reviewed, even if you already work for that employer.
• Your job, duties or work experience have changed.
• Information in your profile needs correcting.

A job offer doesn’t automatically qualify for additional points. We need to review the offer and supporting documents before making any changes.

Your NOC code must reflect the work you actually performed. Changing it to claim more points without supporting evidence could put your application at risk.

If your information is accurate and nothing has changed, you don’t need to request an update simply because of this announcement.

Save this checklist before making changes to your profile.

Your current employer and salary don’t tell the whole story under the new Express Entry rules.

📌 A qualifying job offer can come from a different employer. You don’t necessarily need to be working for them already.

📌 Eligible Canadian experience in TEER 0, 1, 2 or 3 can still earn points. The high-wage classification determines eligibility for the additional 20, 40 or 70 points.

📌 The labour market integration factor is capped at 150 points without an accompanying spouse or partner, and 140 with one. These are maximums, not automatic bonuses.

📌 Subject to the public policy’s conditions, LMIA relief also applies to qualifying offers used for FSW and FST eligibility, including occupations outside the high-wage list. Those offers won’t receive the high-wage CRS bonus.

📌 A work permit alone isn’t a qualifying job offer.

Canadian work experience points and job offer points under this factor won’t be added together. If you qualify for both, you’ll receive whichever gives you more points.

🗓️ Effective November 3, 2026. Review your job offer information and supporting documents before updating your profile.

Your NOC code could have a significant impact on your CRS score starting November 3, 2026.

Canada’s new Express Entry rules will introduce:
▪️ 20, 40 or 70 additional points for eligible Canadian work experience in designated high-wage occupations.
▪️ 50, 70 or 100 points for a qualifying job offer in those occupations.
▪️ No LMIA requirement for qualifying Express Entry job offers. Work permit requirements remain separate.

A higher personal salary won’t automatically qualify you. Your occupation’s classification on IRCC’s list determines the applicable tier.

You also can’t stack both options. IRCC will use whichever gives you the higher score under the new factor.

Check your NOC, review your work experience and make sure your Express Entry profile accurately reflects your circumstances.

Job offer points are returning to Express Entry on November 3, 2026.

Qualifying offers in listed high-wage occupations could receive 50, 70 or 100 CRS points without an LMIA. At least 12 months of eligible Canadian experience in these occupations could earn 20, 40 or 70 extra points.

Your occupation’s national wage classification determines the tier, not your individual salary.

IRCC will compare your Canadian experience calculation against your qualifying job offer score and award whichever is higher. You cannot combine both.

The maximum experience calculation is 140 points with an accompanying spouse or common-law partner, or 150 without, including existing duration points.

📌 Seeking job offer points? Review and update your profile before November 3. Draws will pause during automatic recalculation, which may take up to two weeks.

Offers must still be genuine. Work permit requirements remain separate, and extra points don’t guarantee an invitation.

Save and share with someone in the Express Entry pool.
