The Ontario Immigrant Nominee Program (OINP) is undergoing a massive overhaul on May 30, 2026. If you are an international student, a foreign worker, or an Express Entry candidate planning to settle in Ontario, you need to read this carefully.

Ontario is officially shutting down ALL existing OINP streams. The days of broad, generalized draws are over. In their place, the province is launching a hyper-targeted selection system focused on three things:

1️⃣ Occupation-Specific Needs: Draws will heavily target specific NOC codes in critical sectors like healthcare, skilled trades, and tech.
2️⃣ Strict Employer Verification: You can no longer rely on standard job offers. Employers must now be officially registered and verified through the new OINP employer portal for your application to be accepted.
3️⃣ Regional Labour Shortages: The system will heavily prioritize candidates filling immediate gaps, especially outside the Greater Toronto Area (GTA).

What is the bottom line?
Direct PR pathways based solely on your education (such as the previous graduate streams) are being heavily restricted. The new OINP is an employer-driven landscape. If your current PR strategy relied on the old rules, your pathway might disappear on May 30th.

Strategy matters now more than ever. At True Visa Solution, we are already analyzing these regulatory changes to help our clients pivot, adapt, and secure their permanent residency under the new system.

Don't wait until the rules change to figure out your next step.

Canada has officially released new details on its TR to PR pathway, now referred to as the In-Canada Workers Initiative — and this could be a major opportunity for temporary workers already in the system.

According to Immigration, Refugees and Citizenship Canada, the government is now fast-tracking permanent residence applications for eligible candidates who have already applied through specific immigration programs.

The key highlight:
No new application may be required. IRCC is selecting and processing eligible candidates directly from existing application inventories.

This initiative will transition up to 33,000 temporary workers to permanent residence across 2026 and 2027.

Eligibility focuses on applicants from programs such as the Provincial Nominee Program, Atlantic Immigration Program, and other rural-focused streams, especially those living in smaller communities.

This is a limited and highly targeted opportunity, and understanding your eligibility is crucial.

Immigration, Refugees and Citizenship Canada (IRCC) will implement a scheduled increase for all Permanent Residence (PR) application fees on April 30, 2026. This biennial adjustment is mandated to account for inflation and maintain operational standards.

Crucial Timing for Applicants:
The Right of Permanent Residence Fee (RPRF) is determined by the rate in effect on the date of payment. If you have already submitted your application but have not yet paid the RPRF, we strongly advise you to settle the balance before the April 30 deadline to remain at the current $575 rate.

📌 Key 2026 Fee Schedule:

Right of PR Fee (RPRF): $575 → $600

Express Entry / PNP / AIP: $950 → $990

Family Sponsorship Fee: $85 → $90

Business Class Principal Applicant: $1,810 → $1,895

Applications received online or postmarked on or after April 30, 2026, will be subject to these updated figures. Ensure your payment receipts match the new schedule to avoid processing delays or application returns.

Canada has announced a significant update to its upcoming Temporary Resident to Permanent Resident (TR to PR) pathway. Temporary workers residing in major urban centres such as Toronto, Vancouver, and Montreal will not be eligible under this new program.

This exclusion is based on the classification of Census Metropolitan Areas (CMAs). A CMA, as defined by Statistics Canada, refers to a region consisting of one or more municipalities built around a core population of at least 100,000 people, with at least 50,000 living in the urban core. These areas represent Canada’s largest cities and surrounding communities.

Importantly, this definition extends beyond just the city itself. Entire regions such as the Halifax Regional Municipality, including areas like Dartmouth, Bedford, and Beechville, are also considered part of a CMA. As a result, candidates working in these regions may not qualify under this pathway.

The new TR to PR pathway is expected to prioritize candidates living and working in smaller cities and rural communities, supporting Canada’s broader goal of regional immigration distribution.

Key highlights:

* Major CMAs will be excluded from eligibility
* Program will target smaller and rural communities
* Approximately 33,000 spots are expected to be available across 2026 and 2027
* Full eligibility criteria are yet to be released

This change could have a significant impact on many temporary workers currently planning their pathway to permanent residence.

If you are unsure how this update affects your eligibility or future immigration plans, it is important to assess your profile carefully and explore alternative pathways such as Express Entry or Provincial Nominee Programs.
