Conduct and management rules only become enforceable once they have been properly adopted and registered with the Community Schemes Ombud Service. Skipping the formal process, even unintentionally, leaves trustees trying to enforce rules that have no legal standing. Disputes over improperly adopted rules are among the most common governance failures in South African community schemes.
