NCR Debt Counselling Guidelines - The Official Task Team Agreements Rulebook that governs debt review in South Africa.

These rules are not a set of suggestions. They are the operational rules every registered debt counsellor, payment distribution agent , and credit provider in South Africa must follow when a consumer enters debt review.

They define from how Form 17.1 notices are issued, how creditor balances are confirmed, how restructuring proposals are calculated, what counts as a "luxurious item", how over-indebtedness is evaluated, how disputes between counsellors and credit providers are resolved and many more.

• Unsecured debt now dominates repayment pressure
• More consumers are exiting through clearance, not through the Magistrates Court

The NCR Debt Help System is scheduled to go live on 30 March 2026, following the system outage that began on 3 February 2026. If you are under debt review, your status code on the DHS may not reflect recent progress until your debt counsellor updates it during the designated week. The NCR has issued Circular 003/2026 with a 5-week staggered update schedule to manage the backlog without overloading the system.

NCR Debt Help System Offline - What This Means for Debt Review in South Africa

The National Credit Regulator took the Debt Help System offline on 3 February 2026 as a precautionary measure due to reported misconfiguration issues.

The investigation is ongoing and no definitive technical findings have been made.

The issue appears operationally separate from the November 2025 cyber incident, subject to verification.

Debt review is not suspended. The National Credit Act remains fully in force.

Court orders and consumer protections remain valid and enforceable.

Debt Counsellors are not regarded as non-compliant only where compliance requires DHS functionality.

All DHS system functions are currently unavailable, creating a likely backlog once restored.

Consumers who apply for debt review remain restricted from applying for further credit.

The outage affects reporting systems, not legal protections.
