The Technical/Automatic/Blanket waiver explained
On 06 August 2024, Dr Leon Schreiber, the Minister of Home Affairs signed and issued a circular and/or new directive under Immigration Circular No. 7 of 2024 (“the new circular”). This circular grants a waiver of the Labour recommendation as well as the South African Qualifications Authority (SAQA) requirement for general work visas ONLY to applicants who have already received their waivers with only one (1) part of the two (2) parts of the applicable regulations having been waived and not the other.
To qualify, the applicant must meet the following criteria:
(1) must be a holder a valid Zimbabwe Exemption Permit (ZEP);
(2) has already have applied for a waiver;
(3) has received an outcome exempting him/her from submitting a Labour Certificate and /or a SAQA Certificate (one of the two must not be included in the waiver, meaning there must be an omission of one requirement);
(4) has applied for a GWV and annexed the said waiver in the application and the application has been rejected due to non-submission of the missing requirement; or
(5) has received the incomplete waiver and has not applied for a GWV.
*N.B* If you have not received your waiver, do not make an application for the GWV as the VFS will not accept your application. If you insist on submission, it will still be rejected at the DHA.
