HEIDELBERG EXT 5 – HIGH-DENSITY ZONING:

Howell Properties Heidelberg would like to address misconceptions regarding the rezoning and student accommodation developments in Heidelberg Extension 5.

As Property Professionals, Howell Properties operates strictly within South African land-use legislation. Estate Agencies do not create or influence Lesedi Municipal Council's policies, rezoning rights, or grant housing overlay approvals.

WE SELL PROPERTIES. All Estate Agencies in Heidelberg work in the Ext. 5 area. If Howell Properties do not assist and help the sellers that want or need to sell their homes, another estate agent will. We do it with professionalism, honesty, integrity and according to the law. Howell Properties are very fortunate that Dirk Kotze has so far been very successful and very efficient in this specific Ext. 5 market and has, because of his knowledge and experience, helped many of these owners to sell their homes at a much higher price than they would have received a year ago.

Any defamatory and/or derogatory social media posts against any of our individual employees or Howell Properties can and will be met with the strongest legal action and ex*****on.

The facts regarding Lesedi Local Municipality's binding decisions:
2020–2021: Lesedi Municipality earmarked Ext 5 as a high-density zone in its Integrated Development Plan (IDP) to support regional tertiary growth.
6 July 2022: Lesedi Council formally adopted and approved the revised Spatial Development Framework (SDF) designating Ext 5 for high-density housing overlay.
2021–2022: Public participation sessions for Ward 8 were conducted under the Municipal Systems Act.
60-Day & 28-Day Notices: Mandatory public inspection periods and site notices were published by Lesedi Municipality under SPLUMA, allowing residents a formal window to object against such rezoning.

Land-use approvals are granted exclusively by the Lesedi Municipal Planning Tribunal and are legally final.

The decision to expand student housing in Heidelberg Ext 5 was made directly and only by Lesedi Local Municipality through legal and public channels. Direct municipal policy queries can be directed to Lesedi Development & Planning (016 466 1930).
