Nobody tells you about the rates clearance certificate until it is already a problem.

You have signed the offer to purchase. The estate agent is happy. Everything feels done. Then the municipality drops a number on the table that nobody saw coming, months of unpaid rates, advance billing, old debt attached to the property, and suddenly the transfer cannot proceed.

If you have ever been involved in winding up a deceased estate, you know the frustration. Months pass. Sometimes years. And nobody seems to be able to give you a straight answer about why.

A deceased estate in South Africa cannot simply be wrapped up and distributed. There is a statutory process that must be completed in full. A liquidation and distribution account must be prepared, advertised, inspected, and accepted before a single asset can lawfully be distributed.

That advertising and inspection window alone takes weeks. And if any objections are lodged with the Master, the timeline extends further.

Add to that delays at the Master's office, missing documents, assets that are difficult to value or sell, and disputes between beneficiaries and you start to understand why even straightforward estates can take a year or more.

The process exists to protect everyone involved. But it helps enormously to have someone managing it who knows exactly where the bottlenecks are.
