Luật thuế mới có đang “làm khó” doanh nghiệp, không khuyến khích startup?

Đó là câu hỏi mà rất hiều người đã hỏi tại Hội thảo về Luật Thuế 2026 do PSO tổ chức chiều 24/1/2026.

👉 Thực tế thì ngược lại. Luật sư Lê Minh Phiếu đã giải thích và trình bày tại Hội thảo trên và làm các doanh nghiệp yên tâm.

Việc chia thuế TNDN (CIT) theo các bậc 15%, 17% và 20%, cùng với các ưu đãi bổ sung cho doanh nghiệp mới thành lập, doanh nghiệp vừa và nhỏ, và startup sáng tạo, cho thấy các chính sách thuế áp dụng từ năm nay đang hướng tới khuyến khích và hỗ trợ doanh nghiệp nhiều hơn.

📌 Điểm khác biệt nằm ở chỗ: luật siết chặt hơn đối với hộ kinh doanh, yêu cầu hoạt động minh bạch và vào khuôn khổ hơn – chứ không phải “đánh” vào doanh nghiệp hay startup.

Do the new tax laws make things more difficult for businesses and discourage startups?

This was a question raised by many participants at the Tax Law 2026 Seminar organized by PSO on the afternoon of January 24, 2026.

👉 In fact, the reality is quite the opposite.
At the seminar, Lawyer Lê Minh Phiếu explained and presented the key points of the new tax regulations, helping businesses feel more confident and reassured.

The introduction of tiered Corporate Income Tax (CIT) rates of 15%, 17%, and 20%, together with additional incentives for newly established enterprises, small and medium-sized businesses, and innovative startups, clearly shows that current tax policies are designed to encourage and support business growth.

📌 The key difference lies in the stricter regulatory approach toward household businesses, which are now required to operate in a more transparent and standardized manner - rather than policies that target or discourage enterprises or startups.

In a recent article, Dr. Le Minh Phieu shared his insights with Vietnam Investment Review on the trends that will shape Vietnam’s M&A market in 2025.

Dr. Phieu believes that the period 2025–2026 will mark the beginning of a new growth cycle, especially as more domestic enterprises proactively “open the door” to strategic investors as part of their restructuring and expansion plans.
