🌍 Vietnam Issues Decree 119/2025/ND-CP: Advancing GHG Management and Carbon Market Development

The Government of Vietnam has officially issued Decree 119/2025/ND-CP (dated June 9, 2025, effective from August 1, 2025), amending and supplementing Decree 06/2022/ND-CP to strengthen greenhouse gas (GHG) management and accelerate the development of the domestic carbon market.

📌 Under the new regulation, enterprises subject to mandatory GHG inventory requirements are expected to:

✔ Conduct GHG inventories and submit reports according to the prescribed roadmap
✔ Participate in the carbon market under state management mechanisms
✔ Control and phase out ozone-depleting substances in line with international commitments

🌱 Carbon Market Development Roadmap

🔹 Before June 2025: Finalize the legal framework and management systems
🔹 2025–2028: Pilot operation of the carbon credit trading platform
🔹 From 2029: Official launch of Vietnam’s domestic carbon market

Emission-regulated facilities will be allowed to:
• Join emission allowance auctions
• Trade unused emission allowances
• Use carbon credits for offsetting purposes (up to 10% of allocated allowances)
