Attention ATV / Snowmobile buyers.
I am a DCNR agent and I handle transfers of these units. The plates STAY WITH THE UNIT when it is sold. Unlike vehicle transfers where you keep your plate. Also, as of today, with no notice to the public that I am aware of, when you buy an ATV or Snowmobile and wish to REGISTER the unit, you MUST HAVE AN INSURANCE ID CARD FOR THE SUBJECT UNIT! Up until now, we as agents have been instructed to NOTIFY buyers of the requirement to get a liability policy for their ATV or Snowmobile before using it anywhere off of private property. NOW, the applicant must HAVE the insurance ID card ahead of time when purchasing and registering the unit. YES, it's a pain. This means if you are planning to buy and register an ATV or snowmobile, you must get the serial number and secure your liability insurance BEFORE coming to an agent such as myself to transfer the title. I have confirmed this with the DCNR. We cannot take an insurance card for a different unit. Registration for these units have two options: Unlimited and Limited. Either way, there is a plate that stays with the machine. The difference is Limited means you keep the unit on your own private property. THIS option does not require the insurance ID card. Unlimited means you can run it off your property and the insurance is required. So, when an applicant doesn't have the required insurance card, we will transfer the unit as "Limited" and at a future time, when the applicant gets insurance, we'll convert the registration to "Unlimited." This is the only work around that I can come up with.
