New Years Tip, NEVER let your car insurance lapse for ANY REASON while you have a VALID registration on your vehicle. The problems this causes can be a royal pain. If your car insurance is going to lapse, be sure that either you returned your plate to PennDot, transferred to another vehicle, or let it expire FIRST!

Got a call today from a woman selling a van. The van was co-owned by her and her deceased husband. He passed in May of 24. She never re-titled the van into just her name. Penndot requires that this be done within 30 days after someone deceases.
That said, she wants to sell the van. IF her buyer is a Pennsylvania resident, it's not a problem. As the surviving spouse and co-owner, she can sell the vehicle with a death certificate and the title. However, her potential buyer is from another state. This poses a problem because chances are the DMV in the other state will not accept the title and death certificate. Instead, they will require that the title should have been placed into the spouse's name or an estate prior to being sold to their resident.
If your spouse deceased, and you co-owned vehicles, get those processed into your name alone so when the time comes you can transact without complications. I see this situation all the time.

TOLL BY PLATE
Do you have old license plates? Are they accounted for? Make sure because what's happening these days is unscrupulous people find plates in the trash or worse yet, steal them and place them on random vehicles, then travel the turnpike or other toll roads and guess who gets the toll by plate bill....you do! Never sell or scrape a vehicle and leave your plate on it, even if you wreck, and your vehicle is going to the body shop for repairs, remove your plate and safeguard it until it's repaired. If you have old license plates and don't want them, then put a note with them that you want them cancelled completely and send them to: RETURN TAG UNIT, PO BOX 68597, HARRISBURG, PA 17106-8597. This can save you a lot of grief!

EFFECTIVE OCTOBER 15, 2025
Attention ATV / Snowmobile buyers.
I am a DCNR agent and I handle transfers of these units. The plates STAY WITH THE UNIT when it is sold. Unlike vehicle transfers where you keep your plate. Also, as of today, with no notice to the public that I am aware of, when you buy an ATV or Snowmobile and wish to REGISTER the unit, you MUST HAVE AN INSURANCE ID CARD FOR THE SUBJECT UNIT! Up until now, we as agents have been instructed to NOTIFY buyers of the requirement to get a liability policy for their ATV or Snowmobile before using it anywhere off of private property. NOW, the applicant must HAVE the insurance ID card ahead of time when purchasing and registering the unit. YES, it's a pain. This means if you are planning to buy and register an ATV or snowmobile, you must get the serial number and secure your liability insurance BEFORE coming to an agent such as myself to transfer the title. I have confirmed this with the DCNR. We cannot take an insurance card for a different unit. Registration for these units have two options: Unlimited and Limited. Either way, there is a plate that stays with the machine. The difference is Limited means you keep the unit on your own private property. THIS option does not require the insurance ID card. Unlimited means you can run it off your property and the insurance is required. So, when an applicant doesn't have the required insurance card, we will transfer the unit as "Limited" and at a future time, when the applicant gets insurance, we'll convert the registration to "Unlimited." This is the only work around that I can come up with.

Here we go again. Effective today, a car title in Pennsylvania costs 72.00! Your passenger car registration is now 48.00 plus 5.00 if you are lucky enough to live in a participating county, and we won't even discuss truck registrations. Here's all the numbers on Penndot form MV-70S. Here's how this works, years ago, legislatures passed laws that said that every other year, based on consumer price index, Penndot can raise fees, (annually for the turnpike) without any discussion or voting so this is the result.
