We just need to let folks be where they are figuratively and literally. Of course everyone needs boundaries and the environment needs protection; having some governing structure is essential. Just because people are on the fringes doesn't mean they aren't still people. Things don't have to always be so complicated.
Outlanders has a mayor, a charter, and a tight-knit community. As Raleigh pushes to end unsheltered homelessness, the camp could serve as a model for helping people get back on their feet—or be cleared out.
