On November 17, 2020, around 11:48 am, Liberty sent a text message to its customers that it was reenergizing its lines from “Coleville-Topaz.” Around that same time, witnesses reported seeing a flash and a fire start in the general vicinity where a downed powerline was found. The Mountain View Fire began on November 17, 2020 in the town of Walker, California and burned approximately 20,000 acres, destroyed 90 homes and killed one homeowner. Multiple eyewitnesses have reported that at least one of the areas of origin was behind a BBQ restaurant. Our investigation to date has revealed that multiple power lines owned and operated by Liberty Utilities broke and fell to the ground during the strong wind event. This wind event was predicted by the National Weather Service, and caused other utility companies, like Southern California Edison, to de-energize circuits in the Santa Clarita Valley to prevent a fire. However, Liberty Utilities elected not to de-energize circuits its circuits in Walker, which could have prevented this deadly fire. Further, Liberty Utilities had a duty to design, inspect and maintain its overhead electrical equipment to withstand local weather conditions, such as strong winds.
