Today I testified before the D.C. City Council’s Committee on Youth Affairs on DYRS’s proposed rules for Community Status Review Hearings. These are the hearings that decide whether a child living in the community gets locked up. The proposed rules take that decision away from the person who hears the evidence. It also lowers the standard for emergency removal and expands the list of offenses where a charge alone triggers revocation. It also says nothing about DYRS pressuring kids to waive their hearing rights in advance.

The bottom line I left them with: every one of these kids comes home by 21, so are we going to be ready for them? The link starts at what I think is the heart of it, and my earlier remarks begin at 27:20 and 47:40 and 1:03:15

We won an evidentiary hearing yesterday dismissing a mental health case because we successfully argued to the Court that our client did not pose a ongoing risk of danger to themselves or others over the past two years. Our firm loves dismissals!

09/10/2026

Since the beginning of summer, our firm has had eight cases (five of Caitlyn's, three of mine) dismissed outright by the Government, with no plea agreement required!

Our firm emphasizes working cordially with all stakeholders in the juvenile justice system to reach the best and fastest outcomes possible for our clients. It's always more fun to win a case at trial, but our clients are usually better served by getting their cases resolved quickly and efficiently through ongoing advocacy with other parties.

Big news from our firm!

Effective January 1, 2027, the Mount Law Firm, PLLC will become the Greene Mount Law Firm.

My law partner, Caitlyn Greene, has been a fundamental part of this firm since its inception. She is a hard-working, invaluable advocate for the District of Columbia's youth, and she dedicates herself to that work in a multitude of ways: in the courtroom, as a Clinical Professor at George Washington Law School, and as Secretary of the D.C. Juvenile Bar Association. Putting her name on the door is long overdue.

The new name reflects who we already are, two law partners committed to the young people and families we serve. We are very excited about this change and about continuing to grow in the years ahead.

Same team, same office and the same commitment to our clients. Just a new name.

Thank you to everyone who has supported us along the way. Here's to 2027!

We are proud to share some exciting news: our partner, Caitlyn Greene, has been selected to serve as an adjunct law professor with The George Washington University Law School's Access to Justice Clinic, where she will teach in the clinic's Youth Justice Division.

The Youth Justice Division helps formerly court-involved young people seal their juvenile records in DC Superior Court — work that removes barriers to education, employment, and housing, and gives DC youth a real second chance. Students in the clinic represent real clients, and Caitlyn will be helping train the next generation of attorneys committed to access to justice.

Caitlyn will continue her practice as a partner with our firm while teaching. Her dedication to young people in the District extends well beyond the courtroom, and we couldn't be prouder of her.

Congratulations, Caitlyn!

The JBA is a new professional association of D.C. Criminal Justice Act Juvenile Panel attorneys, organized to represent the interests of juvenile defense attorneys practicing before the D.C. courts and to improve the delivery of quality legal services to the children and families who need them.

Congratulations, Will and Caitlyn! We are honored to support the JBA's mission of ensuring every child in the District receives excellent representation.

FOR IMMEDIATE RELEASE July 15, 2026

D.C. Criminal Justice Act Juvenile Panel Attorneys Form the District of Columbia Juvenile Bar Association

WASHINGTON, D.C. — Today, by unanimous vote of nineteen D.C. Criminal Justice Act Juvenile Panel Attorneys present at a formation meeting, the District of Columbia Juvenile Bar Association ("JBA") was established and its bylaws adopted.

The JBA is a non-profit professional association intended to be organized under Section 501(c)(6) of the Internal Revenue Code. Membership is open to all Criminal Justice Act Juvenile Delinquency Panel and Post-Commitment Panel attorneys practicing before the Superior Court and the Court of Appeals for the District of Columbia.

The Association is organized to represent the interests of juvenile defense attorneys practicing before the D.C. courts; to promote positive relationships with the Courts, the residents of the District of Columbia, and the District and federal governments; to maintain and improve the delivery of quality legal services to children and families who need representation; and to take positions on legislation, regulations, court rules, and other policy matters affecting its members and their clients.

Officer Elections. At the formation meeting, the membership elected Alex Hillmann as Elections Chair. The Association will now hold elections for its four officer positions: President, Vice President, Treasurer, and Secretary. Nominations and statements of candidacy (200 words or fewer) are due to Elections Chair Alex Hillmann at [email protected] by 12:00 p.m. on August 3, 2026. A ballot and voting instructions will follow, with voting closing at 12:00 p.m. on August 10, 2026, and results announced that day.

Advocacy has many forms. Winning a case at trial is satisfying, but sometimes the best move is to work with the Government and Court Social Services behind the scenes to get a child into the right placement and resolve the case.

Today, I worked with the Government and Court Social Services to get a child who was facing homelessness into Job Corps, and partnered with the Government to secure a dismissal.

Grateful to work alongside so many stakeholders who genuinely care about kids.

Another day, another dismissal!

My juvenile client had been charged with assault on a WMATA police officer. After our firm’s clerks carefully reviewed all of the body-worn camera and CCTV footage, we determined that WMATA had no lawful justification for the arrest. The footage showed that officers first put their hands on my client without cause and even attempted to choke this young person.

Thankfully, the Government ultimately agreed. Instead of being detained today, my client is going home free.

Another dismissal today for our clients!
