Part 4: “The bill doesn't just limit damages, it rewrites the jury verdict after the fact.”

Senate Bill 30 is a cap bill, plain and simple. Texas guarantees the right to a trial by jury, not a trial by formula. hashtag gives judges the power to override a jury’s verdict based on arbitrary limits, not the facts or evidence.

Part 3: “Perhaps the most bizarre section of the bill.”

In his continued testimony opposing SB 30, Jack Walker calls out a provision that forces one-sided, irrelevant disclosures designed to undermine plaintiffs and their care.

Referral history. Letters of protection. Financial arrangements.

Under , this information must be disclosed and automatically admitted in court with no judge review, no context, and no similar burden on the defense.

Part 2: “One of the most damaging part of parts of the bill.”

Under current state law, victims can be compensated for things like disfigurement, loss of enjoyment of life, and physical impairment.

reduces these to just two categories: physical pain and mental anguish. It also redefines them so narrowly, they become nearly impossible to prove.

“This isn’t about clarity. It’s about disqualification.” — Jack Walker

Senate Bill 30 doesn’t limit frivolous lawsuits, it devalues real pain for Texans.

In his testimony opposing in the TX Senate State Affairs Committee, Jack Walker, President of the Texas Trial Lawyers Association, breaks down the first major concern: a cap on medical expenses that’s detached from reality.

This section of the bill limits recoverable medical costs to administrative Medicare rates, often less than 50% of actual expenses.

That means even if you win, you could still owe thousands in unpaid medical bills.

"This creates a cap on damages disconnected from actual medical costs." — Jack Walker

Stay tuned for Parts 2–4 as we expose the full impact of SB 30 on injured Texans.

A bill to limit jury awards in personal injury cases has passed the Texas Senate.

Lt. Gov. Dan Patrick calls SB 30 a fix for skyrocketing insurance costs. But plaintiff attorneys say it’s a gift to insurance companies and big business at the expense of injured Texans.

Jack Walker told Texas Lawyer that the non-economic damages side of the bill is extremely restrictive and prohibitive to especially catastrophically injured, disfigured patients, impaired patients, and sexual assault victims.

As Texas lawmakers advance Senate Bill 30, a sweeping tort reform proposal that could drastically limit compensation for injured Texans, our own Jack Walker is at the forefront of opposition to the measure as President of the Texas Trial Lawyers Association.

He told the Austin American-Statesman that this bill is a “money grab” for insurance companies.

The proposed law would cap recoverable medical expenses, raise barriers for pain and suffering damages, and make it harder for victims of sexual assault and catastrophic injury to seek justice.
