THREE TIMES. THREE LOSSES. AND BRANDON SCOTT STILL WON’T STOP FIGHTING THE INSPECTOR GENERAL.

Another emergency motion.

Another trip to the Appellate Court.

Another DENIED.

This time the City tried a new angle. After losing its request to stay Judge Pamela White’s order, it came back asking for an emergency protective order to restrict Inspector General Isabel Cu***ng’s access.

The appellate judges said NO. AGAIN.

And this part matters.

The City has been screaming attorney-client privilege and arguing that restoring access could expose its lawyers’ communications.

The Appellate Court essentially answered that already: the OIG is prohibited from using its access to view privileged communications and work product from this litigation, and the City apparently has the ability to determine if that prohibition is violated.

So what is left?

Apparently seven lawyers still aren’t enough.

Six City Law Department attorneys. Now Billy Murphy has been brought in as private counsel for the contempt fight.

And they keep losing.

Meanwhile, the Inspector General has two private attorneys representing her pro bono because her office doesn’t have the financial firepower City Hall does.

Yet somehow she is still standing.

Judge White has already described a City pattern of trying to “delay, diffuse, and deny” OIG subpoenas.

At what point does that phrase start describing this entire case?

Motion. Denied.

Emergency stay. Denied.

Protective order. Denied.

And still we are fighting over the watchdog getting access to the records she needs to investigate City government, including the MONSE and SideStep mess.

So what is trick number four?

Because Baltimore taxpayers are paying for this side of the fight, and I want to know exactly how much.

And with every new filing and every new loss, the most obvious question only gets louder:

WHAT IS IN THESE RECORDS THAT CITY HALL IS FIGHTING THIS DAMN HARD TO KEEP THE INSPECTOR GENERAL FROM SEEING?

Smash the window.
Pop the airbag.
Gone.

And here’s something worth knowing:

A steering-wheel lock can also block access to the airbag.

It won’t make your car theft-proof.

But these guys want FAST.

Anything that slows them down helps.

If you have a Honda or Acura in this area:

Get the steering-wheel lock out.
Park where it’s visible.
Use your cameras.

Because this is happening right in our neighborhoods.

This is absolutely insane.

Tennessee tried to execute Christa Pike Wednesday night.

They gave her BOTH syringes of pentobarbital.

She did not die.

She was still alive, still had a heartbeat, and witnesses said she could be heard snoring.

At one point, Pike reportedly said her vein felt like it was “about to bust.”

Then the curtain was closed multiple times while she was still alive.

Eventually, the state stopped the ex*****on and transported her to an outside hospital.

And now Tennessee Gov. Bill Lee has halted the state’s remaining ex*****on for 2026 and ordered a third-party review.

But here is where this gets even crazier.

Pike’s lawyers had already raised concerns about her medical condition before the ex*****on, including possible clotting and IV complications.

And this is the SECOND failed ex*****on attempt in Tennessee this year involving IV access.

In May, Tennessee tried to execute Tony Carruthers. That ex*****on had to be stopped after officials could not establish the required backup IV line.

So now we have two failed ex*****on attempts in the same year.

And after Pike received the full amount of drugs authorized under the protocol and remained alive, the state says the protocol did not allow any additional procedures.

Read that again.

They had a written ex*****on protocol.

They administered the entire lethal dose.

She survived.

And apparently the protocol did not tell them what to do next.

That is a massive problem.

The investigation now needs to answer some very basic questions.

Was the IV actually in the vein?

Did it infiltrate into surrounding tissue?

How much of the pentobarbital actually reached her bloodstream?

Who placed the IV?

What did officials see when they closed the curtain?

Did her known medical condition play any role?

And how does a state completely rebuild its ex*****on protocol, then end up with two failed ex*****ons in a matter of months?

This one is going to get a lot bigger.

THE MAYOR AND CITY COUNCIL HAVE NOW BROUGHT IN LAWYER NUMBER SEVEN.

Apparently six City lawyers weren’t enough.

The City already has City Solicitor Ebony Thompson, Michael Redmond, Renita Collins, Tom Webb, Hanna Sheehan and Derek Van De Walle, all with the Baltimore City Law Department.

Now they have brought in private outside counsel William H. “Billy” Murphy Jr. for the contempt fight.

Seven lawyers.

Across the courtroom, Inspector General Isabel Cu***ng has two: H. Mark Stichel of RKW, LLC and Anthony J. May of Nusinov Smith LLP.

And as of now, they are doing this pro bono.

That deserves some attention.

The Inspector General does not have the financial ability to fund litigation like this herself. If two private attorneys hadn’t stepped up, how exactly was the independent watchdog supposed to take on the City that controls the purse strings?

And these two have been WORKING. Emergency motions. Responses due within hours. Appeals. Hearings. Contempt proceedings. Pleadings almost daily.

Meanwhile, City Hall looked at its six government lawyers and apparently decided it needed Billy Murphy too.

Now I am DYING to see this retainer.

Who signed it? Who authorized hiring Murphy? Who authorized using City taxpayer money to pay for private counsel when six City Law Department attorneys are already handling this case? And what is his hourly rate?

Because anyone familiar with Baltimore legal circles knows Billy Murphy is not exactly known as the inexpensive lawyer in town.

The City is simultaneously warning taxpayers that complying with OIG subpoenas could cost millions while adding private counsel to fight the Inspector General.

And underneath all of this are the records the OIG has been trying to get, including MONSE and SideStep.

Two private attorneys donating their time to the watchdog.

Six taxpayer-funded City lawyers plus private outside counsel on the other side.

How much taxpayer money is City Hall willing to spend fighting the Inspector General, and what makes this fight worth that price?
