A new Florida law, House Bill (HB) 803, introduces limited building permit exemptions for certain small residential projects. While some work may now qualify for an exemption, residents must still receive official exemption approval from the City of Stuart Building Department before starting any exempt project.

EXEMPTION CRITERIA: Projects valued under $7,500 (materials + labor) for single-family homes, duplexes, or qualifying townhomes, and not involving electrical, plumbing, structural, mechanical (HVAC), or gas work, and not located in a flood-hazard area.

WHAT QUALIFIES? Cosmetic or non-structural work—for example:
▪️Painting
▪️Installing cabinetry or built-in shelves
▪️Flooring (e.g., tile, hardwood, laminate)
▪️Drywall finishing or patching
▪️Similar general interior upgrades
NOTE: Dividing projects to stay under $7,500 voids the exemption.

WHAT'S NOT EXEMPT? Any work involving:
▪️Electrical (e.g., wiring, panel upgrades)
▪️Plumbing (e.g., fixture replacements)
▪️Structural alterations (e.g., load-bearing walls, roofing)
▪️Mechanical/HVAC
▪️Gas lines or systems
▪️Water softener installations
▪️Water heater replacements

HOW TO APPLY FOR AN EXEMPTION
Residents and contractors must submit a Permit Exemption Application (more here: https://www.stuartfl.gov/847/New-Rules-Related-to-Building-Permit-Exe ) along with:

▪️A related permit request
▪️Documentation describing the work
▪️A signed contract with an itemized cost breakdown

This review ensures your project meets the new state guidelines for exemption.

The stars have finally aligned—in the form of a **Florida Statute**.

Effective **July 1, 2026**, commercial solicitors are not allowed to solicit at a home that clearly displays a compliant **No Commercial Solicitation** sign.

The sign must:

✅ Be at least **8.5" × 11"**
✅ Be visible to anyone approaching the home
✅ Use letters at least **1 inch tall**
✅ Include the required statutory wording, or wording that is substantially similar

The official language is:

**THIS DWELLING IS DESIGNATED PRIVATE PROPERTY. NO COMMERCIAL SOLICITATION IS PERMITTED PURSUANT TO SECTION 501.062, FLORIDA STATUTES.**

A first violation may result in a **$500 fine**, and repeat violations may become a **second-degree misdemeanor**.

So, for everyone tired of roofing, solar, pest control, lawn care, security system, internet, window, and every other door-to-door sales pitch you never asked for—Florida has finally put a little muscle behind your **“No, thank you.”**
