Appellate courts do not rehear the evidence and never meet the family. They review the record for legal error, and the standard of review sets how much room they have.

That sounds limiting, and it is, but it is exactly why a clean record built at the trial level is the most valuable thing a caregiver can create. What gets said on the record is what an appellate court reviews.

Anything you want an appellate court to see has to be in the record first.

Every dependency case has a permanency goal, and it can change: reunification to adoption, adoption to guardianship, and so on. That change reshapes the timeline, what the Department must do, and what happens next for the child in your home. Families often hear the phrase in a hearing and don't understand it until months later.
