Custody is the part of a Missouri divorce that keeps parents up at night, and it is also the part of the statute that changed most recently.

Since August 28, 2023, Missouri courts begin from a rebuttable presumption that equal or approximately equal parenting time is in a child's best interests. The presumption can be overcome, but the burden falls on the parent asking for something different. Where that starting point sits changes how a case gets prepared from day one.

We are pleased to announce that Andrew Mossman has joined Cardinal Law as a Senior Staff Attorney.

Andrew brings more than a decade of practice to the firm. He is licensed in Missouri and Illinois, and his background spans mass tort and personal injury litigation, criminal appellate work with the Missouri State Public Defender, and family law. He earned his J.D. from Southern Illinois University and began his career as a circuit court law clerk. At SIU, he served as a teaching assistant to Professor Steven Macias.

That combination gives him a rare mix of trial-side and appellate judgment, and it fits squarely with the work this firm does every day.

Andrew will be based in the St. Louis area and will cover Franklin, St. Louis, and Jefferson counties, along with our Steelville office and the surrounding rural counties as needed.

He will be working across the firm's practice areas, including personal injury, civil litigation, family law, criminal defense, and civil rights matters.
