New Housing Law Includes Disaster Recovery Reforms

The recently enacted 21st Century ROAD to Housing Act includes changes aimed at making long-term housing recovery after major disasters more predictable.

One provision gives the Community Development Block Grant Disaster Recovery (CDBG-DR) program a three-year authorization. CDBG-DR helps communities rebuild and repair permanent housing after presidentially declared disasters such as hurricanes, floods and wildfires. Historically, Congress often had to authorize the program following individual disasters, which could contribute to changing requirements and delays.

The new authorization allows HUD to establish more consistent program rules, which NAR says could help provide:

🏡 More predictable disaster recovery assistance
⏱️ Faster access to recovery funding
📋 More consistent program requirements
🛠️ A quicker path toward rebuilding damaged housing

NAR has also encouraged HUD to incorporate measures that can make homes more resilient to future disasters. Congress will still need to provide funding through the appropriations process, and HUD must implement the program through regulations.
