Great insights were shared at NHA’s Development Committee meeting this week! Christina Miller, Partner at Allen Boone Humphries Robinson (ABHR), led an engaging presentation on Updated MUD Legislation & How to Work with MUDs as a Developer.

Christina shared valuable guidance with the North Houston Association on working effectively with Municipal Utility Districts (MUDs), emphasizing the importance of strong partnerships and successful collaboration among developers, engineers, and public entities.

🔹 Understand the Full Lifecycle: A MUD is more than a financing tool, it is a long-term political subdivision. Success requires managing every stage, from initial TCEQ feasibility standards and election logistics to multi-decade bond compliance.
🔹 Collaborate Early: Aligning engineering timelines with strict regulatory requirements helps teams meet critical milestones, such as having 25% of the projected improvement value in place, to support timely bond reimbursements.
🔹 Prioritize Transparency: MUDs are highly regulated government entities. Providing clear, publicly accessible information builds strong community relationships and supports a smoother governance process.

By understanding the unique legal and financial frameworks governing special-purpose districts, stakeholders can positively influence both the timeline and profitability of a master-planned community.

“Data Centers | What’s the Real Story?” That was the focus of this week’s North Houston Association Water Committee meeting. Dr. Margaret Cook, HARC’s Vice President of Water & Community Resilience, explored how the rapid expansion of data centers and artificial intelligence is placing growing, and often overlooked, strain on Texas’ water and energy resources while affecting communities across the state.

Key Findings from Research:
💧 The Water Blind Spot: Texas data centers could consume up to 161 billion gallons of water annually by 2030 (up from 25 billion). Yet, this surge is largely missing from state water planning.
⚡ The Grid Strain: Power demands reached ~9,500 MW last year and are projected to skyrocket up to 77,965 MW by 2030, fiercely competing for grid capacity.
📍 The Local Impact: Texas already hosts 400+ data centers across Houston, Dallas, Austin, San Antonio, and West Texas, with hundreds more in the pipeline.

HARC recommends several critical steps:
➡️ Mandate transparent water and energy reporting.
➡️ Integrate data center forecasting into the Texas State Water Plan.
➡️ Incentivize water-lean and ultra-efficient cooling tech.
➡️ Build public-private infrastructure partnerships to protect local communities.

It was an insightful session at the North Houston Association Transportation Committee meeting as Grady Mapes, PE, TxDOT Houston District Director of Transportation Planning & Development, shared major infrastructure updates for our region. Here are a few key highlights shaping the future of Houston transportation:

📈 Houston District funding is climbing to $1.2 billion for FY 2027 (up from under $1B in FY26). Even bigger waves are ahead, with Houston commanding a massive 20% of all statewide project lettings for FY 2028.

🛑 With Houston currently home to 36 of the top 100 most congested roadways in Texas, these funds are critical to keeping our economy and commuters moving.

🛠️ TxDOT is doubling down on "Clean Lets." By aggressively finalizing right-of-way (ROW) acquisitions and utility relocations before a contractor takes over, they are eliminating the structural bottlenecks that historically delay major builds.

🛣️ Strategic attention is being heavily focused on high-growth county FM routes and the vital 36A corridor projects both north and south of I-10.

🛑 A Vital Safety Reminder: Before diving into the numbers, Grady led with a sobering reminder: November 7 marks 26 years since the last deathless day on Texas highways. Let’s all do our part to —buckle up, drive alert, and put the phones down.

It's official! We can no longer complain about Mondays 😋 This week began with our Annual Golf Tournament, and we had an absolute blast out on the green with some of our favorite folks! ⛳ A HUGE thank you to all who joined us as volunteers, sponsors, and players - it was such a great day, and we couldn't have done it without y'all!

Not only did we raise money for the amazing cause that is Family Ties (https://zurl.co/Weo2R) but we also got to give away quite a few prizes, sing a few praises of those who played their best game of golf and enjoy a beautiful day of fall weather, together! 🩷🎗️During the month of October, The Boardwalk at Towne Lake will once again shine pink in partnership with Houston Methodist Neal Cancer Center at Cypress, casting a vibrant spotlight on Breast Cancer Awareness Month. Through the annual Boardwalk Goes Pink initiative, the waterfront destination will glow pink each evening—serving as a powerful reminder of the importance of awareness, screening and early detection while uniting the Cypress community in support of those affected by breast cancer.
