All Alaska state courts will be closed on Monday, October 19, 2026, in observance of Alaska Day. Regular operations are expected to resume Tuesday, October 20th.

Members of the legal community should plan filings, hearings, and other court-related matters accordingly to minimize scheduling disruptions.

October is Youth Justice Action Month, a time to examine how policy shapes the experiences and futures of young people in the justice system.

Recent reforms in Maryland and California illustrate how states are addressing youth justice from different angles.

⚖️ I. California’s “Hug Act” — AB 1646
Signed September 2026 · Effective January 1, 2027

California enacted a law protecting young people in juvenile facilities’ ability to have certain consensual physical contact with visitors, such as hugging, subject to specified limitations for significant safety and security concerns. The reform recognizes the role family connections can play in rehabilitation and successful reentry.

⚖️ II. California’s SB 1009 — Juvenile detention
Signed September 2026

This law requires courts to find that less restrictive alternatives are unsuitable before ordering detention in juvenile hall or certain forms of physical confinement. It also addresses efforts to prevent removing young people from their homes, including consideration of available family services and supports.

⚖️ III. Maryland’s Youth Charging Reform Act — SB 323
Effective October 1, 2026

Maryland’s law changes juvenile court jurisdiction and detention rules, including narrowing the circumstances in which 16-17year olds are automatically charged in adult court. It provides a timely example of how states are revisiting the boundary between juvenile and adult justice systems.

As states continue to revisit youth justice policy, it will be important to follow implementation and outcomes.

Every October, Youth Justice Action Month (YJAM) reminds us of the power and possibility of young people, and the urgent need for a justice system that recognizes both.

The 2026 theme, Building a Future Where Youth Thrive, reflects a simple belief: young people deserve lives that are rich, full, and supported as they grow into adulthood. That means investing in community, mentorship, mental health, and the basic needs every young person deserves.

It also means challenging the systems that make punishment the default when young people make mistakes.

Together, with youth, families, advocates, and communities, we can build something better: a future where every young person has the support and opportunity to become who they are capable of becoming.
