A growing share of Marin renters' housing costs comes from fees beyond base rent, and one worth understanding is RUBS.

Under a Ratio Utility Billing System, landlords in larger buildings separate unmetered utilities, like water, trash, and sewer, from rent and divide them across tenants by formula rather than actual use. These are often not included in advertisements and hidden in long leases, making the cost of housing hard to anticipate. As these unpredictable costs stack onto already-expensive rent, they can contribute to economic struggles and, in some cases, falling behind and eviction.

Partner in Justice Award - Three extraordinary
partners

Legal Aid of Marin co-counseled with Cooley, California Rural Legal Assistance Foundation, and Foley & Lardner, bringing impact litigation on behalf of 30 tenants who experienced harm and injustice by their housing provider in rural West Marin. Over more than three years, LAM and our partners spent thousands of hours advocating for a just outcome to make our clients whole. We are so proud to recognize our co-counsel for their advocacy, collaboration, and commitment to housing justice. Guests will hear more about this important case and the families at its center during this year’s Jam for Justice.
