Legal Services for Children (LSC) and the Norton Law Firm celebrate a major win for their client, Miguel*, and a win for upholding the rights of minors to be released from immigration detention.

On February 18, LSC and the Norton Law firm filed a habeas petition in federal court in Ohio—a legal action used to challenge unlawful detention.

One month later, just days before Miguel's 18th birthday, the district judge agreed that the Office of Refugee Resettlement (ORR) had unlawfully delayed reunifying Miguel with his mother for eight months. The Judge ordered Miguel’s immediate release to his mother, and Miguel is now safely at home.

This effort was led by Carly Shortell of LSC and Matt Liscovitz of Norton. They were supported by Fernando Antunez, an LSC social worker, and Celeste Peifer, a Norton paralegal, as well as Norton attorneys Heather Bates and Rebecca Kutlow.

LSC is deeply grateful for its partnership with the Norton Law Firm, whose commitment made this outcome possible.

On Wednesday, a group of community organizers and activists rallied outside the San Francisco Police Department headquarters, demanding that the department stop assisting federal immigrant authorities.

This was after ICE agents arrested a mother and daughter from Guatemala at SFO Airport on Sunday.

LSC, a part of the FREE SF coalition, alleges that SFPD violated the city's sanctuary laws, which prohibit local law enforcement from aiding in the arrest or detention of people by agents with U.S. Immigration and Customs Enforcement.

At Champions for Children 2026, LSC will also give out the Child Advocacy Awards to law students who have demonstrated an extraordinary commitment to child advocacy, and the Excellence in Service to Youth Award to a volunteer or partner who has had an extraordinary impact on LSC clients.

Legal Services for Children has worked for fifty years to support our young clients and to change the systems that harm them. We know that with help, children and youth overcome crisis and trauma. We will keep choosing care and kindness, keep fighting for justice, and keep bringing hope to every interaction we have with a young person. We will not give up, and we will not accept what is being done to the children and youth in our communities.
We are hopeful that Liam’s release and full recovery come soon, so he can return home and be reunited with his family and school friends.
