Mr. King represents municipalities, special districts, utilities, irrigation entities, and developers across Utah on matters involving water law, real estate, infrastructure implementation, and public-sector governance. His practice integrates water rights, land use, real property access, and environmental compliance — reflecting more than twenty years of experience working at the intersection of these disciplines.
Mr. King’s foundational experience was developed at King & King, P.C., where he supported lead counsel in northern Utah general water-rights adjudications and administrative practice, including change applications, extensions, proofs of beneficial use, chain-of-title research, and historic beneficial-use analysis. He worked with irrigation companies and municipal clients on water availability, shareholder rights, and ditch infrastructure issues, and gained experience in aquifer and groundwater disputes, including drafting settlement agreements that address competing agricultural and municipal demands in urbanizing areas of Davis County. He also represented Kaysville City and West Point City in land-use and entitlement matters, including subdivision approvals, conditional-use permit proceedings, and development-related infrastructure coordination.
In his subsequent role as Associate Director and Attorney at The Langdon Group/JUB Engineers, Mr. King advised political subdivisions, special districts, and project teams on water-resource planning, interlocal agreements, governance strategy, and long-term water supply implementation. He regularly negotiated and drafted easements, rights-of-way, land access agreements, and construction-related documents for pipeline, secondary water, sewer, transportation, and utility projects. He contributed to countywide and regional water strategies involving drought planning, water banking, Aquifer Storage and Recovery (ASR), and long-range supply planning, and assisted with the formation and operation of water conservancy districts and other interlocal entities. Representative matters include the formation of the Cache County Water Conservancy District, the Box Elder County Water Master Plan, the Bluff Culinary Water Interlocal Agreement, the Woods Cross City drinking water contamination response, and agency coordination support for the West Davis Corridor Environmental Impact Statement.
Mr. King also holds a Master’s in Dispute Resolution from Pepperdine University School of Law and has served as a trained mediator, bringing conflict-resolution skills to multi-party water and real estate matters. He co-founded the Utah Forum and Dialogues on Collaboration with the S.J. Quinney College of Law at the University of Utah.
