MARCH 17, 2026. Consumer attorneys take the lead on reform - backing legislation to crack down on misconduct, protect access to justice, preserve the integrity of California's justice system.

Assemblymember Ash Kalra (D-San Jose) and Assemblymember Rick Chavez Zbur (D-Hollywood) today introduced a package of bills – backed by Consumer Attorneys of California – aimed at rooting out misconduct within the legal profession and safeguarding Californians’ right to hold powerful institutions accountable in court. The package includes AB 2305 (Kalra) and AB 2039 (Zbur), two carefully-crafted measures designed to close enforcement gaps exposed by recent investigative reporting, maintain public confidence in the legal profession in California, and protect access to justice for all.

At the beginning of this year, I was elected as President of the Capitol City Trial Lawyers Association. There are two challenges that we face this year. First, Uber has filed a statewide initiative that will effectively end most cases for those seeking compensation after being injured. Second, we must chart a path to be in solidarity will all those communities similarly under siege by an array of corporate and right wing forces.

After executions by ICE across the country earlier this year, and with the support of my Board, I published the statement below for members. Yesterday, it was also published as part of The Litigator, our magazine for the legal community of Sacramento. As is my practice, I will match these words with action defending the rights of my neighbors and all those that stand with us.

Assembly Bill 413, known as the "daylighting" law, will make parking within 20 feet of corners illegal, even if the curb isn't painted red. The concept is designed to open up intersections and eliminate blind spots, making it easier for drivers to see pedestrians and other vehicles that may otherwise be hidden.

"Daylighting is the ability for pedestrians to be seen better as they go across a crosswalk," explained Jeremy Bloom of Circulate San Diego, a nonprofit dedicated to making streets safer, "This implementation will save lives."
