🏘️ Helping Chester Plan for the Future

PRAR CEO Billie Prater and President Angela Harris recently participated in community mini-charrettes in Chester, helping gather residents’ ideas and priorities for the city’s future.

With support from the Catawba Regional Council of Governments and funding through a National Association of REALTORS® Smart Growth Grant, these conversations will help guide updates to Chester’s Comprehensive Plan and shape responsible growth and development for the next 10 years and beyond.

Community input is an essential part of the planning process. These sessions give residents an opportunity to share what they value, identify local needs, and help create a vision for Chester’s future.

PRAR is proud to support this collaborative effort and help ensure that housing, property ownership, economic development, and quality of life remain part of the conversation.

PRAR President Angela Harris and CEO Billie Prater were recently invited by the York County Regional Chamber of Commerce to attend its “Seat at the Table” event regarding the QTS Lake Wylie data center project.

During the event, attendees heard directly from QTS representatives about the approved nine-building campus, its planned operations and its anticipated economic and community impact. The conversation offered an opportunity to receive information directly from the company, ask questions and better understand the facts beyond some of the narratives circulating on social media.

Information presented by QTS included:

• Approximately $8 billion in planned investment for the currently approved nine-building campus
• Up to 1,000 construction jobs and approximately 200 permanent on-site positions
• Additional employment and economic activity generated by companies leasing space within the campus
• An estimated $5 million annually for the Clover School District and $2 million annually for the broader community for every $1 billion invested
• A closed-loop cooling system that QTS says will not consume water for cooling once the facilities are operational
• Additional property acquired for possible future expansion, which would require separate review and approval
• Community support already provided to organizations including the York County Agricultural Arena and York Place

The campus is planned for development in phases, and its total projected investment has grown to approximately $8 billion.

PRAR appreciates the opportunity to participate in conversations that affect our members, homeowners and communities. We will continue following the project’s potential effects on infrastructure, utilities, schools, economic development and housing demand.

In our Annual Member Survey, members asked for more educational opportunities, professional development, and timely local information—and PRAR has made that a major focus in 2026.

During the first six months of the year, PRAR offered more than 170 events and educational opportunities, including:

✅ 7 in-person continuing education classes
✅ 15 PRAR-specific educational and professional development programs
✅ 36 additional programs and events already scheduled for the second half of the year—with more being added
