“No work, no pay” — a fair approach or an oversimplified solution?

Senator John Kennedy of Louisiana has introduced a proposal aimed at withholding senators’ pay during government shutdowns. The measure recently passed the Senate Rules Committee with unanimous bipartisan support and is now awaiting a full Senate vote. If approved, it would take effect after the November 2026 elections and would require the Secretary of the Senate to hold lawmakers’ pay in escrow until the shutdown ends.

The discussion gained momentum following the 43-day government shutdown in late 2025, the longest in U.S. history. During that period, many federal workers — including military personnel, border agents, and air traffic controllers — experienced delayed or missing pay. Some reportedly took on additional jobs to manage everyday expenses, while one financial institution provided over $365 million in emergency assistance to support affected workers.

At the same time, senators continued receiving their full salaries. The shutdown also had a significant economic impact, with estimates suggesting around $15 billion per week in lost economic output.
