A Dayton Police Department major forced to resign amid the suspension of the city’s Flock camera program played a pivotal part in bringing the program online.
Maj. Paul Saunders served as the commander of the Support Services Division from 2022 to mid-2025 and most recently led the department’s Community Services division, according to personnel records the Dayton Daily News obtained using Ohio public records law.
His separation agreement with the city states his last day with the department is slated for June 1.
The Dayton Police Department announced earlier this month that a policy violation in the city’s Flock camera system resulted in more than 7,000 searches related to immigration enforcement made by outside agencies. Saunders’ separation agreement with the police department, signed on May 1 by Saunders and representatives of the city’s law and human resources departments, said he could not seek re-employment with Dayton’s police department. If asked about the terms of the agreement, he is only permitted to say that he and his employer separated mutually.
The Dayton Daily News attempted to contact Saunders for comment using phone numbers obtained through a background check, but was unable to reach him.
