Juvenile courts have significant discretion as to how they handle most juvenile offenders. This discretion needs to be used with the best interest of both the youth and the public in mind and backed by research and statistical analysis when available.

Do you know your rights if stopped and questioned by a law enforcement officer?

If a police officer asks you a question, you are not obligated to answer. However, if asked, you are required to identify yourself if you are suspected of being involved in the commission of a crime or to have witnessed a felony.
Identification means your full legal name, date of birth, and current address. If you refuse to identify yourself you can be arrested.
You are NOT required to give a statement about anything you are suspected of or witnessed.

While I respect the difficulty in accurately collecting and analyzing statistics of this nature, I am dumbfounded by the defensive, deflective, and dismissive nature of responses given by DYS Director Ryan Gies when discussing these research results. Multiple studies conducted from 2008 to 2018 have found that youth detained in Ohio Department of Youth Services facilities reported experiencing some form of sexual abuse at a rate double the national average. Director Ryan Gies states that recent (2018-2019) changes in facility housing and staff to inmate ratios have been implemented to address this problem.
Why did it take until 2019 for these changes to be made when research clearly show's a problem as early as 2008?
Ohio's youth deserve better!

I had the privilege of attending the sentencing of Jay Brannon yesterday. This sentencing was for multiple crimes related to the burning of Portage County Sheriff's Sgt. Jim Acklin with a flammable liquid in February 2019. It was truly amazing to see all of the support the Acklin's had in court from their brothers and sisters in law enforcement across the county.
