"Legal experts agree that Gordon’s practice of immediately starting the eviction process upon taking over a property is technically legal.

‘A GAMBLE’
Josh Hochberg, a partner at Martin, Hochberg and Cianflone in Pittsfield, said there is another avenue for cities to take offending landlords to task besides fines — court.

The court can order a landlord to take action on a temporary basis. If action is not taken in a certain window of time, the court can ultimately hold the landlord in contempt.

“Once the court’s involved, the landlord’s going to be pushed to make those fixes,” Hochberg said."
