While it is getting colder out keep in mind Pennsylvania’s tethering laws. Dogs can not be tethered outside more than 30 minutes while temperatures are under 32 degrees.

Pennsylvania's dog tethering laws, also known as Libre's Law, include the following:

* Tethering time: Dogs can't be tethered for more than nine hours in a 24-hour period.
* Tether length: The tether must be at least 10 feet long or three times the length of the dog.
* Collar: The dog must be secured with a well-fitted collar or harness.
* Temperature: Dogs can't be tethered for more than 30 minutes when the temperature is above 90°F or below 32°F.
* Water and shade: The dog must have access to water and shade.
* Waste: The tethered area must be free of excessive waste.
* Collars: No tow, logged chain, or pinch, choke, or prong collars are allowed.
* Lead: A swivel lead with a coated cover must be used

As of November 1st, 2024, we will be implementing new rates for a number of services for clients that do not have contracts. These services include:

Case Consultation - $125 an hour (minimum of two hours)

Testimony -$225 an hour, rounded to the nearest quarter hour

Parking - if applicable

Mileage - $.67 per mile

Case file preparation - $.71 per page that is printed. $7 per flash drive

Over the past week we have received numerous calls and emails from both police departments as well as civilians regarding animal cruelty and neglect cases.

While we can provide assistance to local police on these cases it has become very clear that departments are not willing to handle these types of cases. Why you ask? It’s not that the officers don’t care or that it less important to them, it is because local shelters and rescues will not provide any assistance in housing.

I was recently asked by an officer “if I remove the animals from a property what am I supposed to do with them when no one will help? We can’t keep them at the police station, it’s getting to the point we are being told we can’t respond to these cases.”

The police can investigate and charge for these heinous crimes but what good does it do? NOTHING, because the animals are being left with the owners and the issues continue.
