Supreme Court issues new order about court operations


The Kansas Supreme Court issued Administrative Order 2023-CC-074 today confirming clerk offices in the appellate courts and all district courts—except the court in Johnson County—remain unable to receive electronic filings at this time.

Courts are open and operating, but clerks cannot receive electronic filings or electronic payments. All filings must be on paper or by fax. Paper filings can be hand delivered or sent by mail.

The order declares clerk offices inaccessible because the electronic filing systems in those courts are unavailable. This allows a party to seek relief from a court if their filing is untimely.

“This order and other information on our website will guide court users on our operations while our information systems are offline,” said Chief Justice Marla Luckert. “We continue to serve our communities, but we are using different methods until our systems are restored.”

The Kansas Courts eFiling system has been offline since the judicial branch experienced a security incident late last week. The security incident affected several systems used daily by courts statewide, including the efiling system attorneys use to file documents in cases, the case management systems district and appellate courts use to process cases, and others.

The Office of Judicial Administration has added information to the judicial branch website to help court users while court systems are offline. The Court systems security incident page will be updated as new information becomes available. It includes links to information pages for attorneys and the public who need to interact with courts.

Information circulating publicly about court systems being down two weeks emanates from continuity of operations discussions in the Office of Judicial Administration. By applying a timeline, the office could focus on court and court user needs and how to meet them while its systems are offline.

The Office of Judicial Administration is working with experts from several sources to find out what happened in the security incident, how it happened, and how far it reached. Until those questions are answered, the Office of Judicial Administration can’t predict when the systems will be brought back online.

The network issues faced by the judicial branch interrupted user access to several online systems, including:
• Kansas Courts eFiling, which accepts electronically filed documents.
• Kansas Protection Order Portal, which accepts electronically filed documents.
• Kansas District Court Public Access Portal, which allows searching district court case information.
• Appellate Case Inquiry System, which allows searching appellate court case information.
• Kansas Attorney Registration, which allows searching for an attorney by name or bar number.
• Kansas online marriage license application. Persons can still apply, but the application will not be sent to a district court for processing through the efiling system.
• Central Payment Center, which operates in the Office of Judicial Administration, will not be able to process disbursements on behalf of district courts.
• Kansas eCourt case management system, which district courts use to process cases.

FOR IMMEDIATE RELEASE: City of Pittsburg experiences cybersecurity incident

PITTSBURG, KS – Over the weekend, the City of Pittsburg discovered a cybersecurity incident impacting the city’s network. This incident resulted in a temporary IT outage impacting city emails, phones, and online payments.

The City of Pittsburg Incident Response Team immediately took proactive measures to protect city data and network systems. The city is working with forensic experts to fully understand the extent and implications of this incident, and to ensure that the city can operate within a safe and remediated network environment. Despite this temporary disruption, the city operations and services will continue. Public safety services, including 9-1-1 dispatch, and utility services remain operational.

“While these types of situations have become all-too-common nationwide, we recognize the significance of this event and have taken quick action to address it,” says City Manager Daron Hall. “Our comprehensive assessment is ongoing and may take several weeks. In the meantime, we are committed to delivering the highest level of services to our community.”

The city is working diligently to remediate this situation and work with its partners to conduct a thorough investigation. More information will be released as soon as it becomes available.

Evergy Warns of New Scams Targeting Customers
KANSAS CITY, Mo. – Evergy is warning customers about recent scams targeting customers both in-person and by phone.
In one incident, a scammer entered a small business in July dressed in Evergy attire, offering the owner a 15% discount on his energy bill if he would pay on the spot via Cash App. The small business owner agreed, received a text confirmation for the payment and checked his account later to confirm payment. Later, the customer was disconnected for non-payment. The team at Evergy’s Connect Center discovered the scammer processed two card payments on the customer’s account that were later returned due to fraud.
During another, scammers called a different customer and said the customer would be disconnected if they did not remit payment by cash or by gift cards at Walmart or Dollar General. The customer had just paid their bill the same day and was skeptical, but the scammer said they showed no payment and they owed $950. Over protest from the caller, the customer and her husband made the decision to visit Evergy’s Connect Center before making any payment. Evergy confirmed the customer had a zero balance. While there, the scammers called twice. Evergy’s Connect employee helped our customers by addressing the scammer when they called, but the scammer quickly disconnected. The second call to the husband's cell phone was not answered.
Evergy reminds customers to be vigilant against scammers. Evergy will never send someone to a residence or business asking customers to pay via a third-party app, offer a discount, nor will they ask customers to pay via gift cards.
Here are some ways to identify an Evergy employee or an Evergy contractor:
• If someone is at your door, look to see if they are driving an Evergy vehicle.
• Verify the person is with Evergy by asking to see company identification or by calling the Customer Contact Center before giving them any information (credit card, debit card, Social Security, Evergy account number, checking or savings account numbers).
• If you can’t verify that you’re speaking with an Evergy employee, do not give them this information. Evergy employees rarely need to enter a customer’s home.
If you receive a suspicious phone call, hang up and contact Evergy directly and immediately. Suspicious activity should also be reported to local law enforcement. More information on scams, including reporting fraudulent calls, can be found here.
