When you think about it, 1963 was not that long ago. Prior to 1963, only clients facing the death penalty were provided counsel, if they were too poor to hire a lawyer. So, back then, if someone was charged with murder, and the State was NOT seeking the death penalty, then they had to go without an attorney if they could not afford one.
