California has rewritten the rules for resolving payment and change-order disputes on private construction projects.

The Private Works Change Order Fair Payment Act creates a mandatory, structured claims process with strict deadlines, interest penalties and work-suspension rights, none of which can be waived.

New York’s new off-site custom fabrication prevailing wage requirement has been temporarily suspended.
