This kid blowing .306 is very alarming, but it is not 15 X the legal limit as the story mistakenly says. Kansas law presumes you are impaired if you blow above .08, whether you are above 21 or below. A person under 21 can get a license suspension for blowing between .02 and .08, but it is not a presumption of impairment.
