I have always found the following phrase used by prosecutors to be completely unethical.
"If you proceed with any motions or attempt to depose the alleged victim, all plea deals will be withdrawn."
Unfortunately, prosecutors have way too much power when it comes to shaping outcomes of criminal cases. Thankfully we live in a country where we all have a right to a jury trial where a group of 6-12 jurors composed of everyday people make the decision as to whether you are guilty or not. It is the ultimate equalizer.
However, reform is much needed to reign in the power of the State's prosecutors when it comes to these types of unethical tactics which deprive citizens of due process, cripples their right to full discovery and literally forces them to accept plea agreements during a criminal case.

Phillip Arroyo is a Trial and Appellate Attorney in Florida. He has over 15 years of experience in local, state, national and international TV and radio political media, where he has consistently been invited as a political analyst and commentator to share his thoughts both in english and spanish. Most notably, he has appeared on world renowned Hispanic journalist Jorge Ramos’s Al Punto Talk Show on 8 different occasions spanning from 2012 to today. At the international level, he has appeared on China Global Television Network (CGTN), Press TV in Iran, Tus Telenoticias 24 in Venezuela, CNN Español and Al Jazeera in the Middle East among many other outlets. At the local level he is a frequent TV political analyst and has appeared on Univision Orlando, Telemundo Orlando, WFTV Channel 9, WKMG Channel 6 and Channel 13 News.
Arroyo began his journey in politics and media at the age of 22 in 2004 when he was a political commentator on the Puerto Rico radio show “Nuestros Jovenes Conversan” on the Noti-Uno Radio Station, one of the most respected and heard radio stations on the island. In Orlando, he has participated with radio show personalities such as Hector Marcano and Sandra Carrasquillo of Iheart Radio, the top Hispanic radio outlet in central Florida.
At the political level, has held various positions throughout his life such as Director of Federal Affairs for the New Progressive Party Youth of Puerto Rico from 2004-2007, was elected President of the Puerto Young Democrats from 2009-2013 and was also elected National Chairman of the Young Democrats of America Hispanic Caucus from 2012-2013.
In 2004, Arroyo worked for Congresswoman Linda Sanchez of California at her congressional office in Washington, DC. In 2012 he was selected as the only Puerto Rican to participate in the prestigious 2012 White House Internship where he worked at the White House within the office of Vice President Joe Biden where he was tasked with duties involving domestic and economic policy. From 2009-2013 Arroyo served as Special Assistant on Federal Affairs to Puerto Rico’s Secretary of State at the Puerto Rico Department of State.
He obtained his Juris Doctorate Degree from Florida A&M College of Law and scored a 143 on the 2019 February Multi-State Bar Examination, 9 points above the national average which was 134. Most notably, Arroyo was within the top 15% highest scorers in the country on the topic of Constitutional Law for this exam.
In September of 2019, Mr. Arroyo successfully passed the Florida Bar Examination.
He is a proud father of a daughter Camila and lives a simple life in Lake Mary, Florida with his wife Josephine, an environmental attorney and professor at Rollins College.

The US Territory of Puerto Rico Congressional Resident Commissioner plans to introduce Statehood-“YES or NO” Plebiscite. If it passes, this will be the first sanctioned
Congressional Plebiscite (since 1898); the others (where Independence never got more than 2-5% of the vote)--were local Plebiscites with no force for change!
Fellow loyal 2d Class US Citizens-American Veterans, from the US Territory of PR (with more US Citizens than 22 States) fight to stop Federal discrimination; want Fair Treatment-Equal Rights!
The Federal Government (US President; US Congress; US Supreme Court)--is not the United States, but responds to the “People” that make up our diverse USA! The Federal Government can provide Equality, but has not done so! Remember, as US Citizens, Puerto Ricans are part of the People! (Read my other writings.)
The Federal Government should be the Servant of all the “We the People”; not the MASTER of SOME!

• US Hispanic-Puerto Ricans have made many valuable contributions in all areas of endeavor to our USA; sacrifice; shed sweat, blood, and tears for you; our noble US Flag (that represents ALL “WE the PEOPLE”)- till today! PR Ancestors came to the now USA-Florida, from Puerto Rico, in 1513—107 years before the Pilgrims… brought Christianity, Horses, Cows, Pigs, Oranges…; advance Civilization of the Times; bravely fought in the US War of Independence, along with American Citizen Soldiers…
• But, US Congress has done nothing for over 120+ years—to ensure Equal Civil Rights; admit the US Territory of Puerto Rico into the “UNION of STATES”-grant STATEHOOD as Puerto Ricans are loyal US Citizens—part of the diverse “WE THE PEOPLE”; have voted Independence down (which never gets 2-5% of the Vote in 6 local Plebiscites)…
• Puerto Ricans cherish their US Citizenship, under our US Constitution; US Flag that represents States and Territories--ALL-“WE THE PEOPLE”, not part of the People!

SECOND-Please honor the US 65th Infantry Regiment (the Borinqueneers)- Winners of the Congressional Gold Medal-highest Honor our US Congress, with US President, can bestow), by working with Orange County to name a Street or other good recognition.
• Our loyal Borinqueneers sacrificed a lot for us, as they fought courageously for you, even while facing racism, and Federal discrimination, that, also, Puerto Rican US Veterans to this day face, under our noble US Flag!
• The Borinqueneers, among other brave heroic feats, --with the order “Fijar Bayonets” or “Fix Bayonets”, bravely conducted the last Regimental Bayonet Charge in US Army History-“took the Hill”- against a superior Chinese Enemy, in Korea…; covered the US Marines strategic withdraw from Chosen Reservoir…; evacuation of Hungnam- North Korea Port; received many Presidential and other Battlefield individual and Unit Combat awards!
• Some Borinqueneers now reside in Florida; are your Constituents. Among these brave Heroes-Borinqueneers (a “Band of Brothers”) is my Father Celio Freytes-Menendez (CIB-WWII-Korea; Bronze Star for Valor…); Uncles-Erasto and Anibal.

• US Hispanic-Puerto Ricans have made many valuable contributions in all areas of endeavor to our USA; sacrifice; shed sweat, blood, and tears for you; our noble US Flag (that represents ALL “WE the PEOPLE”)- till today! PR Ancestors came to the now USA-Florida, from Puerto Rico, in 1513—107 years before the Pilgrims… brought Christianity, Horses, Cows, Pigs, Oranges…; advance Civilization of the Times; bravely fought in the US War of Independence, along with American Citizen Soldiers…
• But, US Congress has done nothing for over 120+ years—to ensure Equal Civil Rights; admit the US Territory of Puerto Rico into the “UNION of STATES”-grant STATEHOOD as Puerto Ricans are loyal US Citizens—part of the diverse “WE THE PEOPLE”; have voted Independence down (which never gets 2-5% of the Vote in 6 local Plebiscites)…
• Puerto Ricans cherish their US Citizenship, under our US Constitution; US Flag that represents States and Territories--ALL-“WE THE PEOPLE”, not part of the People!
• However, the only other Constitutional non-Territorial alternative is for our US Congress to conduct a Referendum with Constitutional defined Options: STATEHOOD vs INDEPENDENCE (without or with a PACT of Free Association).
SECOND-Please honor the US 65th Infantry Regiment (the Borinqueneers)- Winners of the Congressional Gold Medal-highest Honor our US Congress, with US President, can bestow), by working with Orange County to name a Street or other good recognition.
• Our loyal Borinqueneers sacrificed a lot for us, as they fought courageously for you, even while facing racism, and Federal discrimination, that, also, Puerto Rican US Veterans to this day face, under our noble US Flag!
• The Borinqueneers, among other brave heroic feats, --with the order “Fijar Bayonets” or “Fix Bayonets”, bravely conducted the last Regimental Bayonet Charge in US Army History-“took the Hill”- against a superior Chinese Enemy, in Korea…; covered the US Marines strategic withdraw from Chosen Reservoir…; evacuation of Hungnam- North Korea Port; received many Presidential and other Battlefield individual and Unit Combat awards!
• Some Borinqueneers now reside in Florida; are your Constituents. Among these brave Heroes-Borinqueneers (a “Band of Brothers”) is my Father Celio Freytes-Menendez (CIB-WWII-Korea; Bronze Star for Valor…); Uncles-Erasto and Anibal.
CLOSING:
• REMEMBER: this is not only about a Group question on the Federal undemocratic Status (control of the Land and People)! BUT, more important this is about an American patriotic fight for a just cause-- that hits at the essence, and Spirit of our US Republic (Government of the People); US Constitution (“WE THE PEOPLE”-made up by ALL Individual US Citizens)-- with a Representative Democracy system for ALL!
• The Federal Government or Others- should not provide ageless excuses or misinformation or generalization- stereotype nor political distortion that maintain discrimination; closet racism! You are either for EQUALITY for ALL (“WE THE PEOPLE”) or you support or excuse Federal undemocratic control of PART of the People! You can’t have it both ways!
