Horton Law PLLC is a New York management-side labor and employment law firm founded by attorney Scott Horton, who has practiced in this field for over 20 years. After five years as a partner (and six before that as an associate) in a large law firm with an office in downtown Buffalo, I have started my own practice based in the Western New York Southtowns. This gives me greater flexibility to meet

client needs while participating in community activities that are important to me, such as coaching youth baseball and watching my son and daughter play soccer.

New York City expands employee sick leave again. Major updates take effect February 22, 2026.

NYC has approved amendments to the Earned Safe and Sick Time Act (ESSTA) that add new qualifying reasons for leave, create a 32-hour unpaid sick-time bank, and fold schedule-change rights into the same law.
