As they state, "Title 42 is a public health law that prohibits entry to the United States when the director for the Centers for Disease Control and Prevention (CDC) believes there is a serious danger that warrants emergency action Under the law, the U.S. is allowed to prohibit anyone except U.S. citizens, legal permanent residents (green card holders) and their families from entering the country."
