"I'm currently in India. I was selected in the 2025 H1B lottery and my employer's H1B petition was approved in April of 2026 and is valid until 2028. I never received the visa and never entered the U.S. So if a new employer wants to hire me, can they file a H1B petition without another lottery? Because my 2025 petition has already been selected and approved. I want to know whether they already counted me against the H1B cap, even though I never activated my H1 status."
