USCIS has issued new guidance that limits the reuse of photos for identity documents to those that were taken within three (3) years of the date a person files a USCIS form. Additionally, self-submitted photos will no longer be accepted. Only photos taken by USCIS or other authorized entities will be used.

Certain forms will require a new photo, regardless of when an applicant’s or petitioner’s last photograph was taken. These include Form I-90, Application to Replace Permanent Resident Card; Form I-485, Application to Register Permanent Residence or Adjust Status; Form N-400, Application for Naturalization; and Form N-600, Application for Certificate of Citizenship.

Under a rule proposed Monday, the Department of Homeland Security would set up a biometric identity system to track people throughout the immigration lifecycle.

It would set up a system to require biometrics from any person filing for an immigration benefit, as well as people “associated” with the application, a category DHS says could include U.S. citizens.

A new DHS regulatory proposal would allow CBP and ICE to collect biometrics from children under the age of 14.

USCIS has announced that they will administer the new 2025 Naturalization Civics Test to applicants who file Form N-400, Application for Naturalization, 𝗼𝗻 𝗼𝗿 𝗮𝗳𝘁𝗲𝗿 𝗢𝗰𝘁𝗼𝗯𝗲𝗿 𝟮𝟬, 𝟮𝟬𝟮𝟱.

The 2025 Naturalization Civics Test will be an oral test consisting of 20 questions from the list of 128 civics test questions. You must answer 12 questions correctly to pass the 2025 Naturalization Civics Test. You will fail the test if you answer 9 of the 20 questions incorrectly.
