The Jeff Staph Scholarship - A scholarship has been established in Jeff's name at Youngstown State University. The scholarship benefits a student majoring in business from Lawrence, Mercer, or Mahoning Counties. The Youngstown State University Foundation is responsible for selecting the scholarship recipient.

The Pennsylvania Supreme Court in Coleman v. Parkland School District, 33 MAP 2024 (2025), issues a monumental decision interpreting the Pennsylvania Sunshine Law.

Historically, the Pennsylvania Sunshine Law prohibited governmental bodies from taking action during a public meeting on items which were not included on the agenda.

Governing bodies are required to publish their agenda a minimum of twenty-four (24) hours prior to a public meeting. The governing body is only permitted to take action on items previously published on the agenda. The Pennsylvania Sunshine Law provided key exceptions for: (i) emergency business; (ii) business arising within 24 hours of the meeting which is de minimis and does not involve entering into a contract or spending funds; and, (iii) business arising during the meeting brought by a resident or taxpayer which does not involve entering into a contract or spending funds.

The ruling in Coleman v. Parkland School District, 33 MAP 2024 (2025), now permits governing bodies to take a separate vote during the meeting to amend the agenda to add a new item. Following a majority vote to amend the agenda, the governing body may vote on the newly added agenda item. This exception even applies to matters involving contracts and expenditures of funds.
