Today the product is offered for free at state-run hospitals, but Ladda has concerns about its efficacy—and she’s not alone. Subject to strict regulation, some patients in Thailand believe the pain relieving qualities of government-sanctioned cannabis oil are not sufficient, and prefer to go underground for stronger doses when treating severe conditions. 
Ed, an underground cannabis oil producer and deregulation campaigner, himself at the final stage of colon cancer, explained to VICE World News the concerns his clientele have expressed.
“When the Ministry of Public Health started giving away cannabis oil [in clinics], I was happy that patients could easily access treatment,” he said. “But when they used it, it couldn’t cure their illness. People said their formula was weak. It can’t treat serious illnesses.”

“On November 3rd, 2020, the city of Costa Mesa (Orange County) approved Measure Q which allows for the operation of storefront and non-storefront (delivery) retail cannabis businesses within the city limits. In June of 2021, the city of Costa Mesa adopted ordinances to implement Measure Q and these ordinances “revised various provisions of the Costa Mesa Municipal Code related to cannabis and regulate all cannabis uses in the City” (Cannabis in Costa Mesa, https://www.costamesaca.gov/hot-topics/cannabis-in-costa-mesa).

The city of Costa Mesa has allowed certain non-retail cannabis business operation such as manufacturing, distribution, processing, transportation, research and development laboratories, and testing laboratories since the approval of Measure X in 2016.

“Retail sales of cannabis products for adults age 21 or older may soon be allowed in the city of Napa.

A draft update to the city’s cannabis ordinance that would allow for adult-use storefront sales of the drug is headed to the Napa City Council on Tuesday. City staff is recommending the council give the go-ahead on preparing a final update; ultimate approval for the amendment would need to be approved by the city's planning commission, and then go to the Napa City Council at a later date.

Only medical retail sales of cannabis products are currently allowed within city limits, which means customers are required to present a physician-approved medical-use card when purchasing the products. "On June 22nd, 2021, the city of Vista (San Diego County) adopted an ordinance to allow for recreational Adult-Use cannabis dispensaries to operate in their city limits. Specifically, this ordinance allows “a validly licensed medical cannabis dispensary licensee, in the same physical space as the medical cannabis dispensary, to co-locate a retail commercial adult use cannabis business” (Cannabis Business, https://www.cityofvista.com/business/cannabis-business). Previously, the city of Vista only allowed medical retail cannabis businesses, testing laboratories and a limited number of distributors and manufacturers to operate."
