Hi everyone. My name is Trey Anastasio, and I am a proud graduate of the Washington County public drug treatment court.

I can't begin to describe how moving it is for me to be here today. In 2006, my life was a wreck. I was arrested and sent into drug court. At the time, it seemed like the worst thing that ever happened to me. I was in drug court for 14 months, and then a couple years of probation. Today, I say from the depths of my heart, that that was the greatest thing that ever happened in my life -- for me, for my wife, for my kids, my parents. It's indescribable. I just want to dig deep down and say thank you to all of you. I don't even know if you can be aware of the positive effects you are having. Not just on the drug court participants, but on their families and everyone they come into contact with. I am a huge supporter of drug court, and a huge supporter of everything that all of you do. So thank you.

I am going to say one more thing and then I get to introduce the senator. My case manager's name is Melanie Vaughn. She could not be here today. When I was in drug court, she scared me. [laughs] I ended up going to jail, and you know everything that happens in drug court. Today, she is one of my best friends. We text each other all the time. The reason she couldn't be here is 'cause in Washington County -- which is in New York, upstate New York, very economically depressed part of the country -- there is one case manager in Washington County drug treatment court for probably about 60 or 70 participants. She couldn't afford to be here and she couldn't take the time. But she sends her love. And I send my love to you, Melanie, and wish you could be here. And like I said, thank all of you. Keep doing what you are doing.

So I am going to introduce Senator Robert Menedez. And I grew up in New Jersey, so it's an honor for me to introduce the senator from New Jersey. Senator Menedez is a true champion of drug courts. In 2008, Senator Menedez co-sponsored legislation declaring May as National Drug Court Month. Senator Menedez has supported drug courts, not only in New Jersey, but has insured drug courts throughout the country receive the funding they need by signing letters to his colleagues supporting drug courts. Senator Menedez, we all rise to thank you for being a supporter of drug courts.

The median wait time for defendants found unfit to stand trial to transfer to a state psychiatric facility rose from 40 days to 116 days between 2019 and 2024, despite an extension of the legal transfer timeline in 2023.

The Illinois Department of Human Services tracks the median wait time (in days) between a judge ordering treatment and the defendant's transfer to a psychiatric facility:
2019: 40 days
2020: 40 days
2021: 70.5 days
2022: 76 days
2023: 97 days
2024: 105 days
2025: 116 days (Note: Rose to 116 days for the full year)
2025 (Jan - Oct): 89 days

To manage the severe backlog and relieve pressure on local jails, the state legislature officially extended the legal transfer deadline from 20 days to 60 days, effective January 18, 2023. However, systemic capacity constraints continue to cause wait times that far exceed this extended limit.

At LaScola Law Offices, our attorneys have extensive experience working with clients within the criminal justice system who have experienced past trauma.

Trauma is ubiquitous in criminal justice settings, with some research finding that over 90% of incarcerated offenders have experienced trauma and up to 20% are diagnosed with post-traumatic stress disorder (PTSD; Abram et al., 2013; Goff et al., 2007). There are gendered differences in these observations and judicial disposition. As trauma is linked to both offending and mental illness, a growing body of research over the last decade has called for a more trauma-informed approach to managing offenders. Trauma-informed justice is an approach which seeks to integrate experiences of trauma into our understanding of offending and provide a pathway for reducing further harm to both the offender and the community.

Our collective experience working with those suffering the effects of past trauma along with extensive training has informed our practice and distinguishes us amongst defense attorneys. I had a great experience working with Martin. He helped me with an aggravated speeding ticket, facing a Misdemeanor A charge. He explained me the situation and the options we had. He has defended in front of the local judges and has worked with many of the local prosecutors, so he understands how to engage them. He was able to work with the prosecutor to agree to a petty speeding ticket, which I was very happy with.
Throughout, Martin communicated effectively and clearly. He was very accessible by phone and text and returned my calls very quickly.
Overall, I'd highly recommend Martin, especially in Lake County, IL. While I hope I never need him again, he'd be my first call in a similar situation.
